Town of Ridgeway Monthly Board Meeting Minutes – December 7, 2011 Meeting called to order @ 8 PM by Thomas. Those in attendance: Joe Thomas, Ed Bures, Tom McGraw, Melody Scheckel, Nancy Parkos, Craig Hardy, Fred Gruber, Linda Lynch, Robert Thomas, Twila Thomas & John Lautenschlager McGraw made a motion to approve minutes from November 2, 2011 & Special Meeting December 1, 2011 as presented. Bures second. Motion carried. Declared a legal meeting – postings as required. Craig Hardy was asked by Barbara Feeney & Larry Barta to discuss County BB Interchange & local connections of two options provided by DOT. Option 1 would eliminate the Prairie Road connection from County HHH South to Cemetery Road/Moon Road. All property owners would have access to Moon, Cemetery & /or County HHH. Option 2 would eliminate the little connector from Cemetery Road to the roundabout. With this option, emergency access to & from Moon Road would be somewhat indirect – would have to go north to connect to County HHH extension & then south to get to the interchange. The Board can state they prefer both options. Need input from landowners to see what their plans are for their property. In smart growth plan for commercial business development. If something planned might make sense to keep both options. Hardy will mention to Barta to have public hearing & hear from the landowners. Per Hardy public hearing will be January or February. Hardy answered questions from the audience on design standards. Anderson asked if possible to have a no exit sign on Moon Road – there is a dead end sign on Moon Road. Fred Gruber, Jewell & Associates, handed out material explaining the figures calculated for the final from Pustina. Sealcoating will be done in 2012 by Fahrner & paid at that time. Cost for trip project to be paid in December is $70,381.90 & a separate check for extra work would be $3,726.94. Actual bid was $97,323 & entire project will be $87,327 (about $10,000 less). Town will receive trip money after the project is completed in 2012. $194 will be deducted from payment for culverts purchased by Town from Lafayette County Highway. Clerk asked Board to appoint election officials for a two year term which is required in odd numbered years. A motion was made by McGraw to appoint election officials Marlene Ryan, Mary Jean Hughes & Rochelle Birrenkott & Carol Calhoun as an alternate fron January 1, 2012 through December 31, 2013. Bures second. Motion carried. Brief discussion/review on assessor proposals. Property cards lacking a lot of information & need to be updated & a revaluation in 2013. Bures made a motion to accept Equity Appraisal LLC for 2012 & 2013. McGraw second. Motion carried. McGraw gave an overview on school district issues. Need to be proactive about the situation. Referendum failed & now having meetings on failure & doing a survey. One of the questions on survey relates to closing the Ridgeway School. The Town & Village have land & want it known in survey that there is land available. Bures made a motion to sign letter to Dodgeville School Board District Administrator supporting the donation of land that is available from the Village & Town for a school in Ridgeway. McGraw second. Motion carried. Thomas signed letter also signed by the Village President. McGraw made a motion to allow Clerk & Treasurer to move monies within the budget family. Bures second. Motion carried. Question from Lynch asking if money is moved from one category to another needs public approval. Per a notice from Carol Doran at the Department of Revenue stated that not necessary. Thomas asked that Wisconsin Towns Association be asked the same question. 2012 Calendar presented to Board for review. Public Comment: Lynch asked about changes to the Land Use Committee. Thomas indicated that perhaps a change will be made at the January meeting. In the past no interest from landowners to be on the committee, four landowners have expressed interest. Anderson asked if email addresses were public information. A question to ask WTA. Scheckel discussed items to be in Tax Newsletter: If use of property has changed from January 1 through December 31, 2011 – landowner needs to notify assessor so change can be made on next tax bill. Current Clean Sweep fees could be subject to change if entered in tax letter. Thomas concern of driveways in Town that fire department could not get into because of trees in right-a-way. Send letters to landowners insurance companies, so insurance company is aware and/or send letter to landowners to follow the required driveway requirements. Snow plow policy for private driveways will need to be completed before plowed. Last year charged $2/bucket for sanding material. Marten to check on price for sanding material. Residents need to be aware that Dodgeville School District will be holding listening sessions regarding future building needs & a survey will be sent regarding the schools. Thomas asked if any links on website. June Meudt, Iowa County Nurse, has clinics for low income for immunizations & has trouble getting info to the public. Clerk & Treasurer will work on links to put on the website. Bures made a motion to approve monthly financial statement as reconciled. McGraw second. Motion carried. Bures made a motion to approve check numbers 13045 – 13072 including 11112 (Wisconsin Department of Revenue State Tax) & 11111 (IRS Federal Tax) payments made November 1 through November 30, 2011 & to approve check numbers 13073 – 13111 for payments made from December 1, 2011 through December 7, 2011. McGraw second. Motion carried. Next monthly board meeting on Wednesday, January 4, 2012 at 8 PM. Marten had chips for Board to review. McGraw made a motion at 10:00 PM to adjourn. Bures second.
